It is composed of two layers a) outer fibrous and b) inner cellular / osteogenic layer. The fibrous layer is composed of irregularly arranged collagen fibres and blood vessels. The osteogenic layer provides cells required for bone formation. Periosteum is attached to the bone by perforating fibres/ Sharpey's fibres Periosteum is absent on the surface of hyaline articular cartilage and places where tendons and ligaments insert on bones.
